The USDA BioPreferred® Program designates categories of biobased products that qualify for federal purchasing preference; identifies categories for voluntary certification and labeling; and determines the minimum biobased content percentages required for each category. Categories designated for federal purchasing preference, collectively referred to as the Register of Designated Products, are denoted by the "FP" symbol and can be filtered in the list below by selecting the check box. FP categories can also be viewed using the Functional Categories list .
Product categories that qualify for certification do not automatically qualify for federal purchasing (FP) preference. In the alphabetical list below, if a category does not feature the FP symbol, it is solely for purposes of certification.
If you believe your product does not fit any of the categories identified by the USDA BioPreferred Program, you may select "Other" (not listed below), which requires a minimum biobased content of 30%. Or, you may Suggest a New Product Category. Final decisions regarding category selection are determined during application review.

Under the Resource Conservation and Recovery Act of 1976, section 6002, the EPA designates categories of products for which federal agencies must give preference in their purchasing programs. These designations can be found in the Comprehensive Procurement Guideline, 40 CFR 247 Subpart B. FP-qualified biobased products and their associated categories may overlap with CPG-designated categories and may compete with similar products made from recycled content.
Biobased product manufacturers are therefore encouraged to include information in the BioPreferred Program catalog about the intended uses of their product; whether that product contains any recovered material in addition to its biobased ingredients; and performance standards against which it was tested. These specifics enable federal agencies to determine whether there is overlap between FP- and CPG-qualified products and, if there is, which product should be afforded the purchasing preference.
